中文摘要 《中国企业境外森林可持续经营利用指南》（以下简称《指南》）的非强制性一直为利益相关方所关注，如何最大程度地发挥其指导作用，促使中国企业落实相关要求成为工作的重点。文中介绍了《指南》的要求与作用、国外自愿性指南的激励经验，讨论了我国目前实施《指南》存在的问题，提出了建立激励机制的建议，认为需要发挥各方的作用，包括政府、协会、金融、非政府组织等。

英文摘要 All interested parties have put concerns on the non-compulsory nature of the Guide to Overseas Sustainable Forest Management by Chinese Enterprises, and how to give play to its role as a guide for urging Chinese overseas enterprises to implement the Guide will be the focus of the next-step work. This paper described the role and requirements of the Guide and the incentive mechanisms adopted by international voluntary guidelines, and discussed the problems existing in the current implementation. The policy recommendations are proposed on incentive mechanism for the Guide, which highlights that all interested sectors should bring their roles into play, including governments, industry associations, banks, NGOs, etc.
