中文摘要 热带林是全球森林资源的重要组成部分,具有不可估量的经济、生态和社会价值。以缅甸、孟加拉国和斯里兰卡为代表的印度洋沿岸国家拥有丰富的热带森林资源,但因殖民统治、政治战争、社会经济等因素,森林资源过度耗损,导致森林面积急剧下降。文中总结缅甸、孟加拉国和斯里兰卡3个国家的森林资源现状,分析和比较其森林减少诱因、林业管理体制、政策法规制定、管理机构设置、林业管理改革变迁等,通过经验总结、信息交流,助力次区域森林资源可持续管理的协作协同,也为我国在一带一路倡议下开拓与印度洋沿岸国家的林业战略合作提供信息支撑。

英文摘要 As the important component of world's forest resources, tropical forests offer immeasurable economic, social and environmental values. Countries along the Indian Ocean, including Myanmar, Bangladesh and Sri Lanka, are rich in tropical forest resources. However, due to colonial rule, political war and socio-economic factors, these countries have seen an excessive depletion in forest resources, which leads to a dramatic shrinkage of forest cover. This paper summarizes the current status of forest resources in Myanmar, Bangladesh and Sri Lanka, and compares and analyzes the factors to their forest loss, forest management framework and the reform-triggered changes, forest-related policies and legislation and institutional arrangement among the three countries. The experiences of the three countries and information communication would help form the synergy and coordination in sustainable forest management among the countries along the Indian Ocean and provide information for China to deepen the strategic cooperation in forestry with these countries through the Belt and Road Initiative.
